French painting possibly from the 1930's

Description

The painting is 30 in by 40 in.

Provenance

The previous owner explained that the original owners bought the painting in Paris in the 1930's. They passed away and this person decided to sell it to me. Of interest is the man who's hat has blown off. All of the other people are wearing a hat of some kind.

What does this mean?

Dear Grant – What a wonderful French painting! While the time period this scene depicts is from the 1930s, the whimsical touches (like the flying hat) and texture are more hallmarks of the 1950s into the 1960’s. The artist’s works haven’t been offered on the secondary market before. In these cases, I compare your piece to stylistically similar examples to determine are reasonable value.
