What does this mean?

These are porcelain cake stands with matching plates that are made in a Rococo Revival form shape and a Dresden flower decoration theme. The decoration is transferprinted and not hand painted. The absence of a country of origin mark should date the wares to just prior to 1892. The mark with a bundle of arrows and other symbols is also stamped, but unknown. These were likely made in Germany. The estimate is for the 16 set and is based on comparables.
