I believe it is a French tapestry from the 18th century in good condition I'm unsure exactly what it is made of
Did you mentions are approximately 8 and 1/2 by 9 in it has been sewn together there are two tapestries sewn together as if to make a pillow

This double-sided tapestry pillow is modeled from tapestry panels woven in the 18th Century traditions of Gobelins and Beauvais; I've seen some listed online as being made by "Chateau de Versailles" but the two sides to this pillow are silk-screen printed, in the early 20th Century; the scene depicts lovers in a garden and may have been from a print source.
Based on the photos and information provided, and subject to examination, this is:
A late vintage French double-sided screen-printed tapestry pillow case
in the style of Beauvais or Gobelins tapestry, circa 1910-1920
Depicting figures in a landscape; each side marked FRANCE to the reverse.
