We have a friend whose English spouse recently passed. He had a collection of toys and we came across an old box with a teddy bear and Golliwog cloth doll in it.
About 14 inches tall

Hi Isabel,
A growler is a small cylinder that would make a noise when the bear was turned over. There wouldn't be anything else that would have been embedded in its chest so I'm pretty sure that's what it is, now defunct (not uncommon at all for bears of this age!)
I've finished the appraisal; let me know if you have questions, additional items to appraise, etc.
Delia
Delia,
Thank you for your message. Just below the chest of the bear there is something harder but it's not solid like a block of wood. I'm not sure what a growler is.
