Epcot Center at Walt Disney World officially opened on October 1, 1982, and this charm was likely made to mark the occasion. I'm not certain who the saxophone-playing character is on the charm (several Disney characters have played the instrument, historically but none are coming to mind) and there wasn’t a permanent, everyday marching band as part of the regular park entertainment like at Magic Kingdom’s Main Street.
