I can't tell who made, I looked up the marking but I am not able to find it. It appears to be a crescent moon then the letter l,I ampersand, letter c and then an exclamation point and period??? Followed by another crescent moon

I've looked through all of my silver marks books - and done an exhaustive search of online silver databases (even running that mark through AI and Google Images) and am drawing a blank to a maker's name but if these don't say Sterling, they are either American silver plate or not American; the crescent moon is often seen in Continental silver but the initials don't match.
At just about 7 inches long, these were probably table spoons and are worth less than $100 together; they probably date to the early 20th Century
Based on the photos and information provided, and subject to examination, this is:
A pair of silver or silverplated table spoons
unidentified mark, probably European, early 20th Century
Initials "II & Co" flanked by recumbent crescents
each 7 inches
CONDITION: With some tarnishing to bowls

They are close to seven in he's. They are very lightweight. The letters and shapes are sunken.
