These might be crystal, which is a kind of glass and typically determined by the amount of lead in the glass. It's almost impossible to tell just by looking - the sound and feel of the glass are necessary - typically crystal is fairly heavy; these look lightweight so for the intent of this appraisal, I'll call these glass.
Sometimes these glasses will have a mark or name on the bottom to identify the maker. If you look at the bottom and see a name please let me know and I'll update this appraisal as necessary.
Based on the photographs and information provided, and subject to examination, this is;
A set of eight antique etched glass goblets
American or European, early 20th Century
The inverted bell-shaped bowl with flaring rim with a horizontal chain of stylized leaves over pendant swags on a circular foot.
7 inches high, 3 1/2 inches diameter of top
