Nearly all candelabra had a cement-like/plaster filling in the base as a safety measure to prevent them from falling over and catching things on fire. If you tap the bottom, it should sound a bit muffled, whereas if it were hollow, you'd hear a sharper / echoing sound.
Is there a way to confirm if it is weighted or not?
Does the value assume it is weighted or assume it is not?
