What does this mean?

Hello, this item is a limited edition offset lithograph titled A Crock with Lilacs by WB Hausev, dated 1978 and numbered 1/35. It was produced by Bernard Picture Co., Inc., a New York-based distributor of decorative and reproduction art in the 1970s and 1980s. The work depicts a charming still life of lilac branches in a painted crock jar, rendered in a decorative, almost folk-art style with pastel tones. While the surface appears to be printed on cardboard or board, this is consistent with commercial litho practices from that period, often used for mass-market framing.

As a decorative vintage print with low edition numbering but no significant collector or academic value, the fair market value is modest, typically in the range of 40 to 100 USD.
