The lamp is nickel with frosted glass. Believed to be from Belgium or France in the 1920"s/30's. It is in excellent condition and has been professionally cleaned and rewired to current standards. It was purchased at an estate sale in Pennsylvania in the 1980's.

I've had a good look through all of my Art Deco lighting books - and done the obligatory Google search - and am not coming up with any matches to a manufacturer, but the design is great and I can absolutely believe this was made in France or Belgium as you've mentioned.
Unattributed ceiling lights of this size, style and vintage are currently bringing between $800-1,200; if you ever find a signature, stamp or label please let me know and I'll update this appraisal.

A near antique Art Deco chrome and glass ceiling light
circa 1930s
Of circular section, the glass base with clear rim and frosted center, the drop centering a textured oculus and with chrome supporting arms. Presumably unmarked.
Height: approximately 10 inches; diameter: approximately 36 inches
CONDITION: This wall light appears to be in very good condition; client warrants it has been recently cleaned and rewired to code.
