Thank you for submitting your item for appraisal. This appears to be an ottoman empire bronze mortar without the pestle. The design with outer ribs was a necessity to strengthen the structure and save material at the same time. Similar structural design was popular in Spain as well, but the narrow opening is typical for turkey. The basic design hasn´t changed for centuries, do give an exact date is impossible, but a time frame from circa 1700 to 1900 should be correct.
