This would likely have sat on a counter top; I don't know that it was exclusively used for postal business (unless it's marked that way but I can't see that in any of these photos). It's probably cherry wood or maple that has a nice red stain.
While the market for country Americana is comparatively soft at the moment, this is the kind of unique piece that one doesn't usually see very often and, for the novelty value, will have slightly higher interest among collectors.
Based on the photos and information provided, and subject to examination, this is:

New England or the Midwest, possibly Ohio, late 19th/early 20th Century
Comprising two shelves over a recessed open cupboard over a recessed paneled hinged fall-front opening to a divided interior with short drawer.
Height: 35 inches; width: 24-1/2 inches
CONDITION: This appears to be in good condition.
