Hi Donna,
Thank you for contacting Mearto with your appraisal inquiry.
I've looked through several books on German silver marks (and online) and can't find that mark, though it's not uncommon for these to be partial marks.
This service looks remarkably similar to one that sold at auction last year for $18,000 and can be viewed at this link: https://www.liveauctioneers.com/item/122727636_exceptional-19th-c-victorian-sterling-silver-tea-set (you might need to join with a free membership to view the price) . Because I don't know how much this set weighs, I've been conservative with my valuation.
Based on the photos and information provided, and subject to examination, this is:
A vintage German Victorian sterling silver 7-piece tea and coffee service
19th Century
marked below "STERLING 925 / GERMANY --", comprising:
a hot water urn on stand
a coffee pot
a tea pot
a cream pitcher
