Thank you for submitting your item for appraisal. This appears to be a machine woven fabric after the japanese woodcut "Portrait of Naniwaya Okita" by Kitagawa Utamaro. These machine woven fabrics were mass produced and were a favourite travel souvenir in Asia during the first half of the 20th century.
Judging from the frame, the wall decoration in your possession should be from this period. Similar items sell in the price range listed, "asking prices" in the trade can be higher and vary. There is no measurement for the sentimental value you might attach to it.
