The cabinet portion of this cupboard (behind the doors) is reminiscent of Asian chests, as is the recessed panels with burl elm but the shaping of the top - with the serpentine front - has a very Western feel.
Based on my experience gained from over 30 years working with furniture, I strongly suspect this was made in China around the 1930s, for a Western audience. While I can't find any identical examples, other cabinets with similar history of manufacture have been selling at auction lately for prices ranging from $400 to $800.
Based on the photos and information provided, and subject to examination, this is:
An antique Chinese Art Deco cabinet
circa 1930s
With serpentine-front top over a case fitted with two short drawers and two recessed panel cabinet doors opening to a divided, shelved interior, raised on compressed ball feet.
Height: 39 inches tall; width: 38 inches; depth of top: 19 inches
