This is probably a censor or incense burner; you are right about this being Japanese and Meiji period. I've seen some similar examples with elephant's-head handles; when they come up at auction, they usually sell for between $300-500 ( an identical example the seller is wrongly calling Brazilian is being sold on EBay: https://www.ebay.com.au/itm/375555711707)

Of circular section and baluster form, with fantastical beast-head handles the body decorated with eight roundels with bas-relief scenes of animals and figures. Marked underneath.
