The item presented appears to be carved Japanese okimono (置物) or decorative object. The object appears to be ivory. I am unable to identify the ivory type. Viewing the cross section of the object would be the only way to identify it. I apologize. The seal appears to read "South China" (南华). Therefore this item may have been produced for trade or export. It does seem finely carved and decorated.

It is possible that this item could be ivory. Unfortunately, people still acquire ivory and produce items for trade even today. However, there are several laws against selling these items. I would suggest taking the item to a gemology. They would likely be able to determine if the item is indeed ivory and possible what kind of ivory. As for age of the object, it is likely early 20th century. These items were very popular during the 1910 - 1940s. There is a possibility it could be older. However, an in person examination would reveal more information.
