Thank you for your appraisal inquiries with Mearto. This item appears to be an etching by Charles Bragg (California; 1931 – 2017) titled "Court of Appeals." The print is titled, signed and numbered XLI / C (41 / 100) to the lower margin. The work was also produced as a bronze sculpture. Bragg was a well-known painter and sculptor who is best known for his satirical depictions. He is often considered the modern day William Hogarth.
