This is the "A Party for Sarah" doll, part of the Treasury Collection issued by Paradise Galleries. It was designed by Patricia Rose, whose signature appears on the doll or an original Certificate of Authenticity. This was a very limited production - less than 15,000 were made and the number on the back of the neck - 12820B - is the serial number.
Paradise Galleries was founded in 1991 so this dates to the early 1990s.
I've found no other models that have sold at auction but there are a few listed by private online sellers for fairly nominal values - none are listed higher than $40.
Based on the photos and information provided, and subject to examination, this is:
A near vintage "A Party for Sarah" bisque porcelain doll
Made by Paradise Galleries, Treasury Collection, early 1990s, serial number 12820B
Fine bisque porcelain with matte finish, hand-painted face details, inset glass eyes, genuine lashes
14 inches tall
