What does this mean?

Decorative capriccio cityscape, possibly depicting the Mönckebergstraße in Hamburg, Germany. The artist used brush and palette knife, evoking a pleasant spring impression. The painting is signed lower right "C.Barth". Although some painters with this name are listed in artist encyclopaedias, the picture can not be attributed to any of these painters.
Most likely painted in the last quarter of the 20th century by an industrious but unknown artist.
