I've checked the artist databases we have access to and there is no painter with the last name of Farmer and first name beginning with O, nor C, and only two with a first name beginning with G and neither of those are possible candidates.
That said, several paintings have been offered at auction with that signature, all 19th Century and selling within $400-600, which is what I have based my valuation on. It would be cataloged as follows:

Portrait of Saskia Rembrandt as Flora
oil on canvas
signed "O. Farmer" lower right
16 by 12 inches
PROVENANCE: dealer in Holland
