Thanks for the additional photographs. It's curious that there are NO other marks on the silver - because silver was so highly regulated, there are typically at least two or three marks to indicate the country, city/state, and a date mark as well as the maker's mark, and often a mark to denote silver content (.800 in the case of German silver, .925 to denote sterling, etc). These marks - particularly in the case of Continental silver - were usually quite small and often in very discrete places and not immediately visible. If you happen to find additional marks, please let us know and we will revisit this appraisal.
I've no reason to doubt that this is as you say it is - late 19th Century French but the only French maker working at that time with the initials IG was Isadore Gratiano and his mark is quite different. With the attribution aside, the bottle is fairly plain - the twist is a nice touch but collectors of this era of French perfume bottles prefer those that have a much more dynamic shape. More Art Nouveau. The repousse decoration of the silver is a throwback to the Victorian era and again is somewhat understated.
Considering everything, if you were to send this to auction, a reasonable catalog description of it would be:
A late Victorian/Edwardian French silver and blown glass perfume bottle
with repousse top marked "IG", the cylindrical body of the bottle with twist decoration
2 3/4 inches (7 cm) high
