The shape of the teddy was typical of teddys made in the 1930-1940s. They have a cute look but look less like real bears than teddys dating from the early 1900s. The plush may be made of mohair but it is hard to tell from the photos. The filling is probably sawdust which was the common used material for stuffing soft toys at this time.

It is hard to tell who the manufacturer of the teddy was without any kinds of labels or tags. Teddybears were very popular in the 1900s. I think your mothers teddy bear could be either British or American based on the was the teddy bear looks.
