Am I correct in assuming the 46-inch-height provided in the document dated May 30, 1979, is the overall height, now down to 37 inches because a piece has been broken from the crest and/or base?
The market for Victorian clocks of pretty much any form was quite a bit higher in the 1970s and 80s; it is quite a bit softer now and related examples - in good working condition - rarely sell at auction for more than $500. If this clock is in such poor condition now, it is currently worth $75-125; in better condition, however, I would not expect it to be worth more than $300-500. Unless you can fix it very inexpensively, it may not be worth putting monies into restoring it.

A Victorian carved walnut and brass wall clock
made in Vienna, mid/late 19th Century
The case centering a molded crest centering a carved boss over cove-molding, the glazed (glass) face enclosing an engraved cast brass dial with Arabic chapter rings and embossed art Nouveau style spandrels, the lower glazed portion enclosing weights and a pendulum, on a molded base.
37 inches high by 15 inches wide by 7 inches deep
CONDITION: client describes this clock to be in poor condition
