The market for Black dolls has been fairly strong in recent months, and there has been a re-examination of the form in museum exhibitions and articles (https://www.antiquesandthearts.com/black-dolls-at-the-new-york-historical-society/). They are often stereotypical (occasionally with racist undertones) and usually it isn't known who made them; almost all are assumed to be American-made.
Based on the photos and information provided, and subject to examination, this is:
An antique American hand-made cloth Black doll
late 19th/early 20th Century
With applied fabric eyes and mouth, sewn nose, fiber hair and mattress-ticking legs, wearing a white cotton jacket and pleated skirt with patterned linen belt.
24 inches tall; approximately 11 inches wide.
CONDITION: Some wear and staining to clothing, minor losses to fingers,
