The piece count doesn't quite match up with your description of pieces in a starter set and number of serving pieces so if you can clarify wherever it's off, that will make this more accurate. At your convenience...
The answer to your question about what a place setting consists of is yes. There are around 45 pcs in the basic starter set and an additional 20 serving type pcs. As far as the picture of the back I can send you more pics, but it may be a few days. I’m doing this to help my mom and the items are at her home
