Inherited this from my father, who was born in 1933. It was in the toy room at Grandma's and my brother and I played with it in the 70's. The tires say Hubley on them. I don't know if the numbers on the ladder brackets have any significance. It is complete as far as I know, and has rust in spots, on the driver, and on the ladders. There is minor chipping in spots.

Hubley made this model in different versions - some with a front seat big enough for two riders, one (like yours) with just space for one rider. I've seen versions where the driver is painted so yours might be a replacement, or that was just how it came.
Based on the photos and information provided, and subject to examination, this is:
A vintage Hubley painted cast iron hook and ladder fire truck
made in Lancaster, Penn.,. early/mid 20th Century
with unpainted lead driver (possibly a later replacement), two ladders, tires marked "HUBLEY MFG CO".
16 inches long
CONDITION: in used worn condition with some rubbing and losses to paint, some rust.
