The presented object appears to be a dagger or tanto knife made in Japan in the first half of the 20th century. This tanto was made out of a minor quality steel blade and has a bone carving hilt and scabbard. Such pieces were made in Japan for Western seaman and travelers as souvenirs since the late 19th century.
This piece is in good condition and there is no serious damage visible in the images provided.
A fair market estimation would be between 30 to 80 USD.
This estimate is based on actual recent past recorded auction sales of comparable items. Retail "asking prices" can be higher and may vary.
