What does this mean?

The item presented appears to be a stone lithograph by American artist Irving Weinstein. The artist is best known for his Judaica depictions of men. This print appears to be signed in plate and by the artist's hand to the margin. Unfortunately, there is not much biographical information regarding the artist and he is not a listed artist. He does not seem to hold strong auction records at this point. The estimate provided is based on the few auction estimates and results of signed stone lithographs by Weinstein.
