Considering the photographs, overall pattern, frame and the composition,
I concluded that this is a print of Igor Medvedev's famous painting called "Gone Fishing". Igor Medvedev(1931-2015) was a Ukranian-American artist working in a variety of media throughout his career, including painting, printmaking, watercolor and sculpture, artist’s art is characterized by a focus on structure, deep colors, a masterful use of light and shadow, and a tranquil, peaceful mood.

This print is probably printed on canvas, numbered 243/491. Most part of artist's prints are catching considerably low prices in auctions considering their numbers. This information of course varies between different pieces. This was a smaller and considerably less known piece of the artist. Piece depicts a moment, probably from a coastal location, of calmness expressed through absence of inhabitants. The absence of the inhabitants are explained by the artist as simply "Gone Fishing".
