Based on the photos and information provided, and subject to examination, this is:
A Victorian bronze and glass inkwell
unattributed maker, European, possibly Black Forest region of Germany, probably mid- late 19th Century
Centering a bull's head with removed horns flanked by two square reserves with inserted glass inkpots, over a chased and repousse foliate stand. The underside marked "164" but otherwise unmarked.
About 7-1/2 inches wide.
CONDITION: This inkwell appears to be in very good original condition

The piece is very fine detailed and looks gold gilted on bottom.
The piece is bronze not silver. Also not a deer head. It's a steer/cow head. The horns are intentionally cut off, as this was common. Your unable to find any relevant information on this? Tks

Thank you for the additional information as to this being bronze and not silver (the photos looked silver so I was going on what you told me).
Because of the longer hair on the head this looked like a deer but I've amended this to say it's a bull's head. Stylistically, it's very much like inkwells made in the mid/late 19th Century in the Black Forest region but it could also have been made in other places in Europe.
Unfortunately, the number "164" didn't pull any relevant information up.
I've increased the value on this a little but there's nothing more I can say about it.
