What does this mean?

An Ivory & Silver Bangle, probably Indian, probably 1960's
composed of two tubular panels, carved with elephants and foliage, with silver terminals embossed with scrolls.

I need a more acquit date for the Ivory bracelet stating it was made before the ban on sale of Ivory. I believe the law took effect in 1989.
