This is a watercolor that I know nothing more about. around 18" x 24". The only thing I know is that it is a picture of a lighthouse in Fukushima Prefecture Japan. I would like to know if there is anything about the painter or the painter was just a local guy making a picture.

This appears to be late 20th century japanese watercolour in an expensive sheet gold decorated and embossed custom made frame, according to the inspription depicting a lighthouse and dated 20th day of the fourth month, signed 描崎 (?). I can´t find anyone with that artist name listed. There are traces of pencil visible, presumably a preparatory scetch, which might indicate, as you put it, that it is just a local guy, but the expensive frame would speak against that assumption. The estimate is based on similar watercolours by lesser known artist offered or sold at auction.
