Recently bought this item and I am wondering about it’s value. It had lights on some of the tips of the buildings and it had thick texture on some of the buildings, roads, clouds. It’s an actual oil painting with signature.

Not much is known about the artist - he (or she) isn't listed in the major artist databases and there have only been a couple of auction sales of his (or her) work, all of which have been fairly modest (less than $500) and all for enhanced silkscreen prints. Original works are often several times more valuable than prints or multiples so assuming this is an original acrylic on canvas, it would be catalogued and valued as follows:

Now you said it has to be on canvas to be an actual? This one is on hardboard and it’s not a print. I have others from that time and are prints on hardboard.

It does NOT need to be on canvas to be authentic or original; artists painted on Masonite, artist board or wood panels.
