It appears that this piece was sold by the Kunsteveilingen Auction House (please see photos). I purchased it at an auction house in NY. Signature is viewable in the right lower corner under magnification, as I believe the painting has to be cleaned. I have included two photos of the signature with different light filters. The title may be similar to "Winter Landscape With Skaters". It is on panel and I would assume oil paint, as per the artist's genre. The frame is cracked in the upper left corner and slightly cracked in the upper right corner.
