an old blade/tsuka re-fitted as a navy dirk? I've seen old blades re-fitted before as dirks but never with the original tsuka/tsuba. "
So you do have an older blade that has been remounted for use as a Naval dirk The scabbard is naval but the guard and handle are probably original to the blade. This is the information I got from The American Japanese Society.
