This is a vintage. later 20th century, decorative wall plate in pewter with a touch mark of an winged angel in profile. That touchmark is likely for the German pewter smith, Kossinger Schierling. The plate is done in a Renaissance Revival style utilizing horror vacui; meaning the surface is entirely covered in decoration. Although the design element appears to be engraved, the majority of this was press molded with some chase engraving. These are intended as wall art and not as an investment piece.
