This is a vintage Art Deco style molded frosted or satin glass figurine of the Madonna and Child that was designed originally in 1928 for GSUL, or Glasfabriek Leerdam in Holland by Dutch artist Steph (or Stef) Uiterwaal (1889 - 1960).
