Thank you for submitting your item for appraisal. This appears to be an offset print after Chagall, bearing a faked Chagall signature. The "certificate" has no date nor the name and address of the person or company who issued the certificate. Such falsified prints are rather common unfortunately and have a decorative value only. There is no measurement for the sentimental value the print might represent to you.
Try to get the money back.
I saw the episode of American Greed where that
company was selling the fake paintings
If you bought it off tv, it is probably fake
Just because these prints would be quite rare if real and would be most likely sold by a gallery
