I believe I was told this is an 1890’s Mauser rifle. It is in fair condition with knicks and indents from bumping. The metal parts have signs of some rust. Bolt action and trigger mechanisms only move a Little (might be locked). A distinct feature is on top metal part there is a small floral circular design

The presented object appears to be an Japanese Arisaka Type 99 bolt action rifle. This rifle was the standard equipment in the WWII of the Imperial Japanese Army. The stamps on top of the lock show a chrysanthemum flower as the emblem of the Japanese Emperor.
Comparable objects were recently offered and sold on the international auction market.
This piece is in bad condition and there is no serious damage visible in the images provided.
A fair market estimation would be between 50 to 100 USD.
