Considering the photographs, overall pattern, metal properties and the decoration, I concluded that this is a class or celebration ring from the year 1996. The piece is likely made of silver or a low percantage white gold alloy. Usually these piece also carry either a writing or a symbol celebrating and symbolyzing the specific organization. This mark appears as a circular, golden ratio like representation on your piece.
