I can't make out the name on the placard either and have looked quite extensively online for other examples of that winged lion mark- VARRTAN? What does it look like to you?
I've valued it without an attribution; if we can work that out, the value would likely go up.

The desk of curved symmetrical form with cut corners supported on two cast iron tripod supports, the chair with curved back/arms, rounded plank seat, raised on three buttressed legs. Marked indistinctly
Desk 30 inches tall, 79 inches long, and 36 inches deep
Chair 32 inches tall, 30 1/2 inches wide, and 33 inches deep)
CONDITION: appears to be in good condition
PROVENANCE: inherited
