I think this is a Steiff Mickey Mouse doll from the 1930's. There are no tags but the stamp on the foot is rather prominent. It appears to be in good condition for it's age. The outer material is fabric and felt.

Around 1930–1931, as Mickey Mouse’s popularity skyrocketed following "Steamboat Willie" (1928), Walt Disney sought to expand character merchandising. Disney licensed the German plush toy company Steiff — already world-famous for its high-quality teddy bears — to produce the first official Mickey Mouse plush dolls. This partnership represented Disney’s first major international licensing deal, and it helped set the pattern for Disney’s global merchandising empire.
The design reflects the early, pie-eyed Mickey, with short pants and distinctive hand-stitched details. Because these were handmade, each figure has subtle variations in stitching and face shape — adding to their uniqueness and collectible value.
Others of similar size that have sold at auction recently have brought FAIR MARKET prices ranging from $500-700; note that toy dealers may ask higher RETAIL prices for similar examples.
