I found in a car i repoed.
This is a small printed version of the Fanch Ledan (b. 1949) painting entitled Moonlight Sonata, which the artist later printed in various sizes and signed limited editions. This printing was possibly a mailer card or in a catalogue for distribution. It was then meticulously rendered in 3-dimensional, or bas-relief, by another creative person who signed C. Rau. It was likely mounted to the earlier art board and then presented as a gift from a mother to daughter. This would be considered more of a creative 'home made' folk art work than a fine art piece, though ingenious and well-rendered. Unique works such as these do have a niche collector market.
