The "VM” signature seen on these pieces is most commonly associated with Vetreria Artistica, a workshop that operated during the mid- to late 20th century (roughly 1950s–1980s). They specialized in decorative enameled and gilded cobalt or ruby glass decanters, vases, and stemware sets like yours and were decorated with hand-painted enamel flowers, applied gold scrollwork, and sometimes relief enamel petals (as seen in your set).
These were made for export, especially to the U.S. and Western Europe, where they were sold in gift shops and luxury retailers. While these might have retailed for a fairly high price when purchased, they usually bring less than $500 when sold at auction.
