What does this mean?

Hi Shannon,
Thank you for contacting Mearto with your appraisal inquiry. Your teacup is made out of porcelain with handpainted decoration and unfortunately is in poor condition. The Noritake company was formed in the late 19th century by the Morimoto brothers, hence the "M" in the center of the mark as an export company. Their designs were created largely for the US market. From the 1920s until the 1940s all of the pattern designs were actually made in New York. Taking into consideration the condition of the item and the fact that it missing the saucer a fair market value for your item would be between 0-3 US dollars.
Best Regards,
Morgan
