It is a lovely Winnie the pooh bear. Such vintage soft toys are being offered at auction on a regular basis.
The bear has all the sweet and well know characteristics of Winnie the pooh with the smiling mouth, the short limbs and the chubby body. From the photos it appears as if it was made in the late 20th century based on the materials used. It could be made by the German manufacturer Hermanns who has a large production of teddy bears and soft toys however without any labels or tags from the manufacturer it is hard to tell exactly who the producer is.

The estimate provided is for a well-advertised specialised online vintage toys auction, where I believe the teddy bear has the best chance of realising its fullest potential. However, there is no measurement for the sentimental value you might attach to the Winnie the Pooh. Retail "asking prices" can be higher and vary.
