The position of Assistant State Printer (class code 7381) is a formal state government role in California responsible for managing administrative and support operations within the Office of State Printing (OSP). Typical duties include overseeing order entry, scheduling, billing, inventory control, data processing, printing production, and—in some cases—acting as the State Printer in their absence.
While I'm not finding any information out about Robert Alexander, this document seems to attest to the fact that he held the position for 50 years of continuous service and was honored at the Elks Club on November 1, 1937, which was attended by about 300 people.
I can't see where this was printed, or if this was a souvenir copy but at auction, a fair market value for this would be probably less than $150.
