This appears to be chinese copy after a dutch 19th century painting, depicting a house and a shed in the foreground and a canal with a sailing boat to the right, a windmill in the distance. The painting is signed "Baillie" lower left, which is a pseudonym of an unknown production line painter from the "painting village" Dafen, China. Such paintings are being produced for home decor and can be ordered today for a very small amount. There is no measurement for the sentimental value you might attach to it.
