Santa is 5 inches tall and might be made of plaster. His boots, belt, toys and facial features are painted. His coat, pants, and hat are fuzzy and rubbed off in spots. His bag looks like it had glittery paint at some point, some remains. I couldn't see any sort of trademark.
Family stories tell that my mother had this when she was a girl, which would have been in the 1930s but I have no provenance other than that and obviously stories could be wrong. :)
